Who we serve: tobacco, vapor, and nicotine retail
Management Support for Tobacco, Vapor, and Nicotine Retailers
Management support for the recurring work of selling age-restricted products: reviewing what is on the shelf, keeping supplier documents, training staff on age verification, and keeping licenses and local rules on one calendar.
Who it is for
For independent stores and retail chains.
SPL Management works with retailers selling tobacco, vapor, and nicotine products in the US and Canada. The rules for these products change often and differ by country, state or province, and municipality, so each engagement is scoped around your products, your locations, and the rules that apply to them, and set out in a written proposal.
US and Canadian rules are not interchangeable. In the US, federal, state, and local rules can all apply to the same product. In Canada the framework is different: for example, Health Canada’s place-of-sale guidance for nicotine replacement therapies restricts the sale of emerging dosage forms such as nicotine pouches to pharmacies. A process built for one country cannot simply be copied to the other.
Retail workflows
What SPL manages, and what you receive.
Each workflow produces a working document that stays with your business. The links show a sample, a free template, or the service page that covers it.
Product eligibility checks
Whether a product may be sold can depend on federal authorization status, state or provincial restrictions, flavor rules, and local ordinances. Some jurisdictions publish lists; California, for example, requires its Attorney General to maintain an Unflavored Tobacco List. We set up a documented check for new and existing products: which sources were consulted, on what date, what they showed, and what remains open for counsel. This is a process, not a legal determination. The decision to stock or remove a product stays with you.
- What SPL produces: a product review log recording the source, review date, result, and open questions for each product.
- See the format: Compliance Management; Compliance Calendar Template
Supplier documentation
Invoices, supplier licenses or permits where they are required, product documentation, and certificates, kept in one place and reviewed on a schedule so you can show where a product came from.
- What SPL produces: a supplier file with expiry and review dates, and a vetting checklist for new suppliers.
- See the format: Vendor Vetting Checklist; Vendor File Tracker
Age-verification procedures and staff training
A written procedure for checking ID at the counter and handling refusals, with training records for each employee. Minimum ages and acceptable identification differ by jurisdiction, so the procedure is built around the rules that apply to your stores.
- What SPL produces: an age-verification procedure, a refusal record format, and a training matrix with sign-off.
- See the format: sample procedure; SOP Template; Training Matrix
Licensing calendars
Retailer licenses and permits at each level of government, plus related dates such as insurance and lease renewals, kept in one calendar with start-by dates and a named owner.
- What SPL produces: a maintained compliance calendar covering each location.
- See the format: sample compliance calendar; Compliance Calendar Template
Local restrictions
Cities and counties may add their own requirements, such as a local retailer permit or product restrictions stricter than the state or province. We record which local rules apply to each location, with the source and the date checked, and add new ones to the calendar when we learn of them.
- What SPL produces: a location-by-location register of local obligations, with sources.
- See the format: Compliance Calendar Checklist; Licensing & Regulatory Strategy
Undercover buy inspection readiness
Regulators test whether stores check ID. The FDA describes undercover buy inspections in which the retailer does not know an inspection is taking place, and state or local agencies may run their own checks. Readiness means the counter procedure is followed on an ordinary shift: staff trained, required signage posted, refusals recorded, and a written process for what to do after a visit or a notice.
- What SPL produces: periodic internal walk-throughs, a post-visit checklist, and corrective actions tracked to a verified close.
- See the format: Inspection Readiness Checklist; Corrective Action Log

Responsibilities
What stays with the license holder and counsel.
What SPL handles
- Running a documented product review process and keeping its records
- Maintaining the licensing calendar, supplier files, and training records
- Writing and updating procedures, and checking that they are followed in practice
- Following up on open items and reporting status on a fixed schedule
What the license holder and counsel keep
- Deciding whether a specific product may lawfully be sold, with counsel where needed
- Interpreting federal, state, provincial, and local rules as they apply to your business
- Signing and submitting license applications, renewals, and reports
- Communicating with regulators and enforcement agencies, and responding to notices or penalties
- Accounting and tax matters, including excise questions, which stay with your accountant
SPL is not a law firm or accounting firm. We cannot promise the outcome of an inspection or a compliance check; the aim is a counter procedure that is followed the same way on each shift.
